Biennial smog certification program means a smog is required everyother year. Owners of vehicles that are 6 years or less will pay an annual smog abatement fee for the first 6 years of registration instead of providing a biennial smog certificate.
The California DMV will mail the registration renewal notice and the notice will indicate if a smog is required. It is best practice to pay your registration fees to avoid the penalties. You will not receive your new registration card or sticker until the smog has been received by the DMV. You can refer to https://www.bar.ca.gov
